It will depend on how your contract is worded, what the general terms and conditions of employment are for this company and whether there is a precedent laid down by yourself or others (this is called custom and practice)
I think you will find that your employer has a legal obligation to consider how much rest you have had between shifts, but it is usual in employment contracts these days to include a clause that states something along th lines of 'agree to work those hours necessary to ensure the job is done, shifts covered, production deadlines are met 'etc etc. You don't say what industry you are working in, but as flowerpetal rightly points out, there are a few that have legal obligations restricting or prohibiting the changing of rosters.
