My dog often does this - I don't encourage him, but equally I can't keep an eye on him all the time. When balls come over, he chews them: he doesn't know he is doing wrong.
The first time it happened I replaced the ball, but I did make a point of saying this would be the only time - if he damaged any balls in the future (which he has done) it would be down to them.
As other people have said - it is down to you I'm afraid.

My dog is the same. He is football obsessed and has already chewed up several of my kids footballs. The neighbours all know that if the ball goes in my garden when the dog is out it will get chewed. He can move a lot faster than me and gets to the ball first. I havent trained him to do this and we dont let him do it out of spite, I cant keep an eye on him all the time when he is in the garden.
Sorry, but there isnt much you can do except tell your children to be more careful and it will save their footballs.
