who ran the ad campaign

Can anyone tell me who ran the advert where it appeared a skinhead was about to attack an old lady but in fact he was saving her from a piece of scaffolding about to fall on her head....please someone point me in the right direction I have been looking on the net but I am not even sure if the ad was made by a brand or some kind of Government recruitment drive for the police community support officers, the army or what....someone please help
