Who said this phrase or is it just a general knowledge?
I got it at first in italian saying: "La pratica vale piu della grammatica" so maybe it's someone in Italy?
I just want to reference my quote i guess.... Thanks!

I've never come across this phrase eeveea, and unfortunately it doesn't make much sense in Italian.
I'd sooner say that it's Spanish, but even then, roughly translated it means: is practices is worth it.

In Italian, it means something to do with farewell, or goodbye.
