With the gold prices quoted in national papers at $1000'ish per troy ounce. Is this priced based on
22 carat/ 18 carat/ 9 carat?

Pure gold, which is 24 carat. The vast majority of jewelry is not pure gold and thus 22 carat gold only has 22/24th of pure gold in it.
