Broken Heart of Friend.. HELP!!

My friend got in a taxi before Xmas and the driver started to chat her up.. She wasn't interested to start with. She then got his taxi a further two times and now she's claiming to be in love with him.
She has sent him two cards, one for Valentines Day and the other a few weeks later with her number on it and a dinner proposal. He ignored both. The last time she got into the taxi, she made it really obvious that she likes him and now she won't stop going on about it. She feels like she has made herself look easy and stupid. He said 'i wouldn't say i didn't fancy you', but she's confused as to whether or not he was just being polite.
She is at a really rubbish time in her life at the minute as she's single and looking for a job etc.. I think it's silly to claim to love someone after only a few brief meetings. I think it's just the fact that she's single at the minute and has nothing else to focus on. I don't know really and want to help her as it really is taking over her whole life...
