i recently went through a set of traffic lights just as they turned red, i know i am at fault and if i get prosecuted then fair enough, but the camera did not flash, does this mean it wasn't live or are there cameras that don't flash.

Could be an infra-red camera, in which case it wouldn't flash anyway.

When you say ' traffic light cameras ' - where was this camera positioned ?

it was on the left hand side about 10-15 meters before the lights
Someone told me, so it could be completely untrue, that you're more likely to be caught smoking in a work vehicle than jumping the lights...
Ok - it does sound from your advices that it was indeed a TLC .

Some people think that the little box type attachments on top of the traffic lights , are TLC

Is that the same as your'e more likely to be knocked down by a bus , crossing the road ; tha be in an aeroplane accident
