Where did the phrase/saying "the law is an ass" originate ?? and why was it said ?

"The law is a ass"...not 'an'...were words spoken by Mr Bumble the Beadle in Dickens' novel 'Oliver Twist'. That was when he was told that, as far as the law was concerned, he was in control of his wife.
