I think its a person called Roly or Rowley so translated to southern the phrase becomes "waken dead Rowley"
I kind of remember that being a nickname of an English king but can't find anything online...you could try asking in history and myths....

sorry, i should have mentioned, the meaning of the phrase is someone or some animal that is barely alive (say, a new born lamb that's struggling to survive, or more sarcastically, a dozy person)
then it looks like I am wrong...sorry

Old Rowley was Charles II, woofie, but I am not sure that it is relevant.

So you werent wrong - but that may not be important right now
