I am not a native English speaker and I am having difficulties in understanding this sentence. I fail to understand what is national here, is it the Program or the Forestation?
Or New Leadership Competencies...what is new here, is it the leadership or the competencies???

I think that for my question it doesn't matter whether it is forestation of afforestation.

Thank you Dannyk13 for you answer. As far as I know, if the program is national, tit should be National Program of Forestation. Let's take another example: National Cleaning Program. Here, I think that here we are taking about program for national cleaning. Why the adjective national is the first case if for the program and why in the second for cleaning? what is the rule?
In the first case I don't think there's a difference: if the program is national, then the (af)forestation will presumably also be, by implication. And that goes for "National Cleaning Program"

However, "New Leadership Competencies" is ambiguous. It could mean either leadership or the competencies I suspect, despite what dannyk says, that it means the competencies.
