Im fairly sure it is read originating from the situation at the beginning of a meeting where the previous minutes are taken as read i.e. no one disagrees with them to save time

Right answer plumpone.

This is an example of one of the delights of the English language.  Read is the infinitive form of the verb to read and is pronounced "reed".  It is also the past participle of the same verb and is pronounced "red".

It reminds me of the old joke "What's black and white and red (read) all over?"  -  a newspaper.
