From the example given the one substitute stated doesn't fit. It is also used to indicate more than necessary. Too hot. Too dirty.

The reason it doesn't fit is because too is wrong in the OP, so also would a incorrect. I take your pont about too meaning excessive, in fact I was just about to post a correction when you beat me to it.
