Hard Skin On Shin, After A Wound - Any Creams Etc To Lessen It?

many years ago i scraped my shin, it was against a reclining chair so i ended up with a scrape from the metal, and a kind of minor 'burn' from the fabric
now, 25 years later it is still there and its a hard piece of hard skin.
the doc said if she removed it, id still have a scar there, though it would be scar tissue rather than hard skin but would basically look more of less the same
i can buff some off - like you would on your feet - but it doesn't get rid of it it just grows back.
are there any creams or something i could use on it, to gradually soften it so something less ugly looking - or maybe even get it to go back to normal skin?
or am i just stuck with it?
i was thinking of something like wart remover? would that have any effect?
i have tried betnovate, as i know that can thin the skin, but i think it would take years to have any effect and its made no difference so far except temporary softening - like any cream would.
