Who Owns Your Fence?

My friend is in a rented property, and as you stand at her back door and look out into her garden the house on the left is owned. That fence between them needs repairing so she checked and was told that you are always responsible for the fence on the right of your garden, so technically that is his fence. She also checked with the council who said the same. So she told the couple next door, as they had asked her to check. They disagree, and say she is wrong. And it’s down to each individual house.
They cannot agree on this.

Before cat-owners complain, I think it's compulsory for cat owners to ensure that their pets relieve themselves in someone else's garden.
I don't seem to own either of my fences. The neighbours on my left own the fence to the left of my garden.
Many years ago the nasty neighbour on my right knocked down my front garden wall on my right and built a new wall. I spoke to her about it and she yelled at me that it was her wall.
The deeds to my house are pretty much useless as they don't specify anything about the fencing/walls.
Basically I don't own either fences/walls to the right or left of me.
