'Moan' from 'Darby and Joan' or 'belly' from 'Darby Kelly' which is a name mentioned in the old Cockney song 'Boiled Beef and Carrots'.
'Darbies' in the plural, by the way, means 'handcuffs'. The idea here is that, when using these, the policeman and his prisoner are tightly joined together, just as Darby and Joan were. As a matter of interest, Darby and Joan are a loving old couple who are almost never seen apart.
