Affect(ion) = emotion/feeling
Depends what you are saying:

In general things "affect" and people "effect" :-)

I'd suggest in 95% of cases think of
affect as the verb
effect as the noun
eg how am I affected by cold weather?
what effect does cold weather have on me?
A popular one is...

Think RAVEN:

R = Remember
A = Affect is a
V = Verb
E = Effect is a
N = Noun
Question Author
If I were to say something to someone and it was upsetting for them, would it have an affect on them or an effect?
"Effect" is also a verb.
That is why it depends what you want to say
An effect
"If I were to say something to someone and it was upsetting for them, would it have an affect on them or an effect? "

In that case the RA of mamya's raven applies
AFFECT is never a noun. EFFECT can be both
Question Author
Sorry Mamya, my English has never been good, and I've never understood what is a noun and what is a verb, and I'm not sure I would understand if someone tried to explain it to me.
Just to confuse things further you could say it had an effect on them or it affected them
An effect.

Affect- verb
Effect-noun.
* In the majority of cases.

Was asked for easy,tried easy.
Barsel....
That affected me.
That had an effect on me.

Doing or being.
And that's why I said 95% because use of effect as a verb is fairly unusual and best ignored if one is having trouble distinguishing between the two.
Affect can also be a noun - it is a psychological term for emotion/feeling

I think that Toorak has a reasonable method for remembering. Also, "affect" is a verb and not a noun. "Effect" can be a verb or a noun.
As someone who is learning French language, I think Toorak has a good tip. It depends on whether or not it chimes with you.
(I know I'm going to be told that "affect" can be a verb!)
"Affect" can be a noun in rare cases as someone has pointed out (I knew that would happen)

NOUN: word that refers to a person or thing
VERB: word that refers to "doing" something

EFFECT is not uncommon as a verb, actually

Question Author
Sorry, I know I'm coming over as being thick, but could someone just tell me which word to use in the sentence I mentioned @ 18.24 please? I am getting more and more confused with nouns and verbs.
Effect is a result. Change the word in your sentence to result and if it still means the same then it is effect. If influence is what you meant then affect is probably right. Affectations have not been taken into consideration in this answer. Because I know that the effect is liable to lots of indignation. That would have a negative affect on my mood.

Effect = Result.
EFFECT, as Toorak pointed out
