The earliest-recorded use of the word in print in this sense dates from 1612. Prior to that date it had been used to mean 'sieve' or 'separate'. The connection is easy enough to see...candidates are trying to establish where people's sympathies lie. In other words, to 'sieve' them, as it were, into one camp or the other.
