..meaning let's put the idea out for general reaction of others; people rephrase phrases to keep them buzzing. like 'a pint short of a Party seven' , 'a card or two short of a full deck' . 'a sandwich short of a picnic' etc. All meaning ' a bit mentally 'challenged' So, with 'throw it against the wall... ' which was once 'let's run it up the flagpole and see if anyone salutes it' or 'let's drop it in the pool and see if it makes a splash' .
