For more on marking an answer as the "Best Answer", please visit our FAQ.Not sure what the answer is to that,you could try a cheap pci graphics card.Just had a thought, check when you boot that the onboard graphics are enabled.I think that driver is the standard driver,the person the pc came from may of had a card in it which may have been removed. 32 or 64mb cards are cheap to buy,do a Google and see what comes up.
If it is an integrated chip, you will need to check the motherboard manufacturer's site to see if there are any drivers there.Failing this, pab's solution is a cheap option, too.
I had the exact same problem on my sister's PC which was running Windows 98 SE and was unable to connect to the internet. Here is my solution:

I downloaded everything using my other PC and transferred the files to my sister's PC using a floppy disk. Now its running perfectly - good luck!!!
