they basically mean much the same thing. But intellgence is usually seen as a sort of neutral thing capable of being measured scientifially (I think this is nonsense; all IQ tests are biased in some way); 'cleverness' sometimes implies some sort of untrustworthiness (as in the phrase 'too clever by half'); and being smart may suggest being street-smart or wordly-wise, even in people who apparently aren't otherwise intellectually 'intelligent'.
