This was one of a series of mnemonics invented as part of the UK's 'Going Metric' campaign in the early sixties.
The others were :
"A metre measures three feet three
It's longer than a yard, you see."
and
"Two and a quarter pounds of Jam
Weighs about a kilogram"
They clearly worked as mnemonics, as I can remember them forty years later!
