Is this a real proverb or did John Sullivan make it up? I've never heard it in any context other than referring to the sitcom.

I believe it is an old proverb, and like many similar proverbs, it's use has died out in modern language. It may be quite regional - London and south area - and these linguistic oddities don't always travel very far.

"Of Del Boy's favourite terms, 'lovely jubbly' comes from an ice-lolly called Jubbly, popular in the 1950s, which was advertised with the slogan 'Lovely Jubbly'. Cushty, which means great, is a saying from colonial days when a posting to Custibar in India was thought to be easy".
