It's the Ryme of the Ancient Mariner by Samuel Taylor Coleridge and it was discussed in this section just a few weeks ago .
Strictly speaking, nobody did - at least not correctly - because what Coleridge actually wrote was: "Water, water, everywhere, Nor any drop to drink." The version you have offered just seems to have become accepted for some reason.
