What is the origin of the phrase 'Going up and down like a dog in a fair/fayre'? It's always puzzled me!!

I think it dates back to the previous century when a popular attraction would be a dog which would dance on its hind legs for contributions from the watching crowd. The dog would be encouraged to perform as often as possible, to encourage maximum revenue return, hence the description which has passed into popular language.
