Hi guys
I am not familiar with this expression: to come on the heels of...What does it mean?

It means 'immediately after'. If you are walking/marching closely behind someone else, then your toes will be very close to his heels. Thus, if one thing 'A' happens very quickly very quickly after another thing 'B', we say that B "came on the heels of A" or, sometimes, "came hot on the heels of A."
i thought it might be to come on stilleto heels, not that i agree with that sort of behaviour!
