Looks like some sort of cod Latin for 'No way!' Otherwise, it might translate as 'the negative way' or even 'no entry'.

In Italy, a VIA is a "valutazione (dell') impatto ambientale", basically an envrionmental impact assessment that has to be carried out when considering public projects. Therefore something that would have a negative impact would have a "VIA negativa". How's that for obtuse...
