According to the Urban Dictionary, it originated with (quote) "the chavs and pikeys of Ashford". It means to promise totally, as in "I swear down I'll kill you!"

i guess when you are in a court of law you swear on the bible to tell the truth and nothing but so maybe youre swearing down on the bible
swearing on your life etc etc......
