It was a kind of proverb in the 80s which summed up western society's attitude to consumerism. The idea was that earning lots of money would allow us to buy more and more things/experiences...ie 'toys'...and so gain more and more happiness. By being the one who'd had most, we'd have "won the game of life", as it were. All a bit like Harry Enfield and his Loadsamoney character.

Of course, another aspect of the saying is that whoever dies with the most toys...dies!
