Can't find an origin but it's teenage slang from the eighties apparantly.

Rats have been associated with drunkenness for about half a millennium! Here's a quote from 1553, "As if one had kept the tavern till he was as drunk as a rat." The more modern version seems clearly to be just a more 'scatological' variant of that old concept.
