what does 'tug your forelock' mean? Examples abound online, but no definitive meaning.

I think it is a gesture of humility dating back to the days when most men wore hats, should a man meet his better then he would touch the brow of his hat (or his forelock (front of one's hair) when he was hatless) as a gesture of respect.
