After some quick research I found it was a TV series on the BBC a while back.

As I thought it's just a reference to Elephant & Castle in SE London, where the show was set.

Unless there's more to it, but I think that's it!
I thought it meant you had gone all round the houses to say something or do something, instead of going straight to it.
