One of its earliest appearances was in a dictionary of Sheffield words, so maybe it was created by someone from there. It is also common in Australia and New Zealand, however.
The basic word 'nark' comes from the Romany word for 'nose'...hence the idea of an informer being someone who sticks his nose into other people's business.
