Normally it is "What's sauce for the goose is sauce for the gander" though occasionally seen as you write it. It is taken as what is appropriate for one person is equally appropriate for another person in a similar situation. But it was initially also sexual in nature meaning 'Goose' and 'gander' here stand for women and men generally, and accordingly the proverb declares that what is good for a woman is also good for a man.
