What does kemo sabe mean? I think it's a Japanese phrase or something...but what does it actually mean and when would the use of such a phrase be appropriate?

The yavapia Apaches in arizona belive it to mean "white man"
Tewa indians say it means " friend appache"
In one of the lone ranger episode the lone ranger looks it up and belive it means " Horses rear"
and on trival pursuit they think it means " soggy bush" or " soggy shrub"
so Its an induan phrase and I guess you would have to think of the approprate time to use it.
Hope this helped
