In my experience, to "dish" someone means - in colloquial terms - to "do for them". That is, defeat, ruin or cheat them in some way. This meaning is based on the idea of food being done before being dished. It's a bit like 'scuppered', as in "I scuppered his plans". One might say: "I dished him with the boss." 'Diss', as Fingerpie suggests, means to disrespect.
