Who first coined the phrase minimise?

I don't know who first coined it, but it appeared in the early 19th Century with the meaning to reduce to the smallest possible size. Since then other meanings have evolved: by the late 19th Century it also meant to underestimate and more recently it has acquired the meaning of to attain a minimum value.
