It means "Whoever Touches Me Hears My Voice".

Ps I sounded very authoritive there! Actually, I don't know for certain, but my aunt used to have one with the english inscription, and I using rudimentary Latin it seemed to fit. We need Quizmonster on this one!

Now you're telling me this? you must be British. I just loooove the British, really.
It could be misspelled and/or missing some letters i.e. "Vocem meam audi(e)t qvi me tangit" which translates to "Voice my hears whoever me touches." If the spelling is AUDIT it means "hears", but if it is AUDIET it means "will hear".
