dodgy private plates

Two years ago my daughter bought some private plates for her peugeot 206 from dvla.Over the two years she has been getting letters from black horse finance saying money is owing on her car but the car they are talking about is a differant engine and model to the one she drives.She phoned black horse up each time and they say not to worry we will sort it out so she left it at that .Any way today she went to trade her car in for another but the dealer did a check and said finance was owing on the car but in fact it is on the car that the number plates came off ,hope this makes sense.Should dvla sort this mess out as they sold her the dodgy plates in the first place.
