"It's a braw bricht moonlicht nicht the noo."
However, I somehow don't think a real Scot would say anything of the sort!
It ends 'the nicht', E, not 'the noo'. The whole thing means: It's a fine, bright moonlit night tonight. 'The noo' means 'just now', as in 'I saw him the noo.' Sometimes, it can mean simply 'now' without the 'just'.
I should have added above that the Harry Lauder version of this phrase actually reads:
"If ye can say 'It's a braw bricht moonlicht nicht'

Then yer a'richt, ye ken."

The latter part means 'Then you're all right, you know.'

Perhaps that's the version you are looking for, T? The one I suggested earlier is the most commonly offered version, I'd say. As Ewood said, however, a Scot would offer such a thing only as a joke!
