The earliest-recorded use of the actual phrase: "to coin a phrase" was in F B Young's work 'Mr Lucton's Freedom' published in 1940. However, the verb 'to coin' in the sense of 'make new words and phrases up' was first used in Puttenham's 'English Poesie' in 1589.
