Yes, Carol, 'making' is far more commonly used than 'taking' in the decision-world. The suggestion behind the former is that one has to 'create' a set of possible selections, whereas the other suggests that the options are already 'laid out' - as if on a counter - and all you have to do is pick up the one you fancy! In the end, the processes produce the same result. Cheers
