Yes, "Able was I ere I saw Elba" is a famous palindrom - ie reads the same backwards as forwards - which refers to Napoleon, who at one point of his life was exiled to the island of Elba.
That should be "palindrome" of course.
FWIW, I doubt that Napoleon ever said this as it is an English palindrome. For a list of them, try http://www.palindromelist.com/
