Cheap Heart?

Does anyone know what the phrase cheap heart means? I heard it in a lyric "you can't be street smart with a cheap heart"

Well, one of the meanings of the word, 'cheap', is inferior, low, base or even vile. We see that sense in statements such as, "That was a cheap trick!" meaning bad, nasty etc. So, presumably a cheap heart is a dishonest one, one that cannot be trusted and so on. If you really want to be street smart, honesty is essential seems to be the song's message.
