What is the meaning of vulgarity in the following sentences?

McCarthy gained power when the Republican Party won control of the Senate in 1952. As a committee chairman, he now had a forum for his crusade. It means that he played on his reputation as a tough, no-nonsense sort of guy and deliberately used earthy language at times, such as one would not expect from a Senate committee chairman.  Maybe he called his "targets" things like "Commie b---s" and things like that.
