Programme and project Managers

I am doing a study with university in relations to programme managers. As part of this we were givin 8 questions to ask people within the industry as to their opinions on the questions.
A programme manager is a similar to a project manager however the programme manager is in charge of a large scheme of projects. If you would like to help me and answer the following in your opinion I would be very grateful thank you.

1. What are the most important tasks for a programme manager?
2. Do you think programme manager competencies can be measured? If the answer is yes, what are the key elements and measurement criteria of a programme manager’s core competencies? If the answer is no, please explain why.
3. Why do these core competencies make a good programme manager?
4. Do you think programme manager competencies can be learned and developed? If the answer is yes, what is the best way to learn and develop programme manager competencies? If the answer is no, please explain why.
5. What are the similarities and differences between programme manager competencies and project manager competencies?
6. What is the relationship between programme manager competencies and programme success?
7. Could you give me an example from your previous experience of how a programme manager’s competencies affected a programme?
8. What are the keys for a programme manager to lead various projects within the programme?
