it's not 'ands', it's 'ans' - 'an' is an old word that also means 'if'. So it's saying something like 'If I had a new pan for every time I said 'if', I'd never need a tinker to repair an old one'.

Also, there is no apostrophe in the plural of 'saying'. It's just sayings.
