No, you sign up for it separately, tigs. The Telephone Preference Service is (I think) still free, but the Call Prevention Registry is a separate entity and I pay just under £40 p.a. for it. It has really filtered out nuisance calls on both landline and mobile for me, and if anyone does get through, all I do is ring them up and they can block calls from that number within 28 days.
