Numpty FH topped up his phone using my card yesterday. Numpty FH then left his phone in the pub last night. Does this mean that anyone taking the phone has access to my card details? IE could they keep topping up the phone?

With my phone it asks you for the last four digits of the card no and the security no on the back. Orange (in my case) know the whole card number which was registered with them but nobody else can get their hands on that information.
you can get the phone and sim card barred anyway once you report it as lost or stolen
if it's a iphone they lock it too.
He topped up using your credit/debit card ? Then why would the payment card details be in the phone ? I can't see a problem apart from a lost handset. And that can be reported, and in you know th IMEI you can quote that to get it blocked in this country anyway.
