Three silly explanations there.
My wife used to type Bills of Quantity. The quantity surveyor would go through the plans for a building and list every item fromn the smallest screw. When these were typed they would be copied and then sent to all the construction firms which had expressed an interest.
Then the construction firtm would cost out what they expected to allow for the materials and add the other items such as labour.
