The broad concensus is that the phoenix is a mythical bird that lives for hundreds of years, but as the time for its life to end approaches, it builds a nest to which it then sets firte, perishing in the flames. After three days, the phoenix rises again from the ashes, so in effect, it never dies.
The phrase is used to describe something that comes into being from the destruction of something else - the aplication is thus extensive.
